In the peculiar facts and circumstances of the present case, and in order to ensure transparency, fairness and impartiality, the Senior Superintendent of Police, District Sujawal, is directed to entrust the matter to a police officer not below the rank of Deputy Superintendent of Police (DSP), who shall conduct a fair, impartial and comprehensive inquiry into the allegations levelled in the petition. The inquiry officer shall associate all concerned parties, examine the relevant record and evidence, afford reasonable opportunity of hearing to both sides, and thereafter submit his findings to the competent police authority. Upon receipt of such findings, the competent police officer shall proceed strictly in accordance with law and, if the inquiry discloses commission of a cognizable offence, take appropriate legal action without being influenced by any observation made in this order.
